A majority of the members of the New York City Council voted for Local Law 11, and so it was enacted. It raises the costs of New York City businesses and individuals in order to reduce the production of carbon dioxide within New York City.

It does not increase costs or reduce carbon dioxide production outside New York City.

Since each of the citizens of New York City cares about his own welfare, why did the Councilmen vote for a law that puts his constituents at a competitive disadvantage?

It's crazy.

Political movements are usually about one group pushing for something that benefits them though it may hurt another group.

However, in this case, the people of New York City are shouldering the burden of the earth's population.

No, they're not. They are doing what they can do to contribute to a worldwide effort on the part of municipalities to step in when national governments fail to act responsibly.

I believe it is the responsibility of the world.

Every day every one of the eight-billion people produces carbon dioxide, which goes into the atmosphere and causes global warming. The carbon dioxide produced by the eight-million people of NYC is only about one-tenth-of-one percent of the total.

For the eight-million people of NYC to cut their carbon dioxide production is taking on a world responsibility.

And what is the "world" composed of? People, many of whom live in municipalities. So if more and more cities and other civil jurisdictions choose to accept responsibility for the pollution they cause there will be a decrease in pollution overall. There is no government which runs the "world". The "world" cannot act for and by itself.
