Bolivian president Gonzalo S Lozadao has resigned after weeks of protests against his free market policy

i have a small query.

whats that free market policy ?does he removed import/export tariff ? if this is so, then when foreign(non-bolivian) countries wants to sell goods to Bolivia they did not have to pay tariff to the bolivian Govt.....thats good in one way ,you know, becoz bolivian people will be able to buy foreign products with cheaper price.

why people are going to protest ? is there any bad outcome of this free market policy ?
