Can there be any doubt that with the help of The U.S. Supreme Court, the foxes are guarding the chicken coop?

Thanks for such info! Shocking and despairing news, but understandable.
(The above article is online at The NY Times).
Let's not just whine about the world, though. Let's think of answers!

This kind of stuff is bound to happen over and over again within our system of government.
It's not enough to just remove Bush or Cheney, Inc.
What kind of changes would we have to make to our system to naturally repel foxes from the henhouse, rather than attracting them?

What forces would keep our government constantly in line?

-- Voter action is certainly possible, but only if abuses are publicized loud and early.
-- Closer monitoring of our industries?
-- Three times as many reporters out in the field?
-- Fewer "citizen rights" for our corporate citizens?
-- No major CEOs allowed to run for office (conflict of interest)?
-- Overhaul our voting system?
-- Eliminate all campaign contributions from businesses?

What changes would have prevented not just these incidents,
but this whole type of thing?

We've got to think, People. It's our country. We've got to think. Ideas?
