Palmeiro tests positive
Latest member of 3,000-hit club faces 10-day ban

NEW YORK (SI.com) -- Rafael Palmeiro, who last month became the fourth member of baseball's 3,000-hit, 500-home run club, will be suspended for violating baseball's drug-testing plan, SI.com's Tom Verducci has confirmed.

The penalty for a first offense is a 10-day suspension without pay. The Orioles will make an announcement at 1:30 p.m. More details are forthcoming.

Palmeiro made headlines on March 17 when he vehemently denied ever taking performance-enhancing drugs during a congressional hearing on steroid use in baseball.

Palmeiro's statement before Congress read as follows: "Good morning, Mr. Chairman and members of the committee. My name is Rafael Palmeiro and I am a professional baseball player. I'll be brief in my remarks today. Let me start by telling you this: I have never used steroids. Period. I don't know how to say it any more clearly than that. Never. The reference to me in Mr. Canseco's book is absolutely false. I am against the use of steroids. I don't think athletes should use steroids and I don't think our kids should use them. That point of view is one, unfortunately, that is not shared by our former colleague, Jose Canseco. Mr. Canseco is an unashamed advocate for increased steroid use by all athletes."

Does this really surprise you people?? Chrissake's, a LOT of professional athletes are on steroids!

STATEMENT FROM RAFAEL PALMEIRO:

I am saddened that we are here to address this issue, but because of the importance of it, I feel the need to make a brief statement and address your questions. At the outset, let me say that under the rules of the basic agreement and the order of the independent arbitrator, there is an order of confidentiality governing the specifics of this case. I will attempt to state as much as I can and be as forthright as possible, but there will be issues I can't address based on orders imposed on me by the basic agreement and the arbitration process. I am here to make it very clear that I have never intentionally used steroids. Never. Ever. Period. When I found out that I failed a test under the new drug policy, I filed a grievance and challenged the suspension on the basis that I have never intentionally taken a banned substance. Ultimately, although I never intentionally put a banned substance into my body the independent arbitrator ruled that I had to be suspended under the terms of the program.

I am sure you will ask how I tested positive for a banned substance. As I look back, I don't have a specific answer to give. Unfortunately, I wasn't able to explain to the arbitrator how the banned substance entered my body. The arbitrator did not find that I used a banned substance intentionally in fact, he said he found my testimony to be compelling but he ruled that I could not meet the heavy burden imposed on players who test positive under the new drug policy. I accept this punishment and want to address it publicly. I want to apologize to MLB, the Baltimore Orioles organization, my teammates, and most of all, my fans. Given my role with the No Tolerance Committee and my relationships with Congress, I feel the need to communicate a serious message to my fellow players and to kids everywhere. All of us have to be responsible and exercise extreme care in what we put in our body. I hope that all MLB players and kids will learn from what has happened to me. I have never intentionally used a banned substance, but I unfortunately wasn't careful enough. I take my role as a professional athlete seriously. I love baseball and have great respect for all of the players who played before me. I have always done my best to live each day in ways that would make my family proud. Everything I have accomplished is the result of hard work and dedication to being the best possible player I can be. I feel terrible that this has happened, but I think there is something to be gained from it. If my situation results in the education of current and future players about the dangers of taking anything without a prescription from a licensed physician -- that is a positive. At the end of the day, it is important for all players to understand the risk of contamination and to be very careful about what they put in their body. This suspension is going to be incredibly difficult for me, my wife and my 2 boys. Over the next week and a half, I am going to spend time with my family. I am going to come back and will be as determined as ever to help the Orioles win this pennant race that we are in. We have worked very hard to be in a position to bring our fans a title, and I will not let this be a distraction.

Finally, I would like to thank Commissioner Selig and Mr. Angelos for their strong words of encouragement. I had the opportunity to speak with both of them and I am extremely appreciative of their support and friendship.

He must have slipped and fell ass-first on the needle every day for the past 6 weeks, or however long his cycle is.

Orioles Star Faces Inquiry For Testimony on Steroids

ANAHEIM, Calif., Aug. 3 -- The House Government Reform Committee -- which heard Baltimore Orioles first baseman Rafael Palmeiro's testimony in March that he had never used steroids, while he jabbed his index finger in the air for emphasis -- has opened an investigation into whether Palmeiro may have lied under oath.

Committee Chairman Rep. Thomas M. Davis III (R-Va.) spoke by telephone with Palmeiro -- suspended Monday for violating baseball's steroid policy -- on Tuesday night and informed him of the committee's plan to investigate the veracity of his March 17 testimony. During the conversation, Davis said, Palmeiro pledged to cooperate with the inquiry and repeated his assertion, first made during a conference call with reporters on Monday, that he did not know how the substance got into his system.

"He stayed with that story," Davis said in a telephone interview Wednesday. "I said, 'Raffy, you understand we have an obligation to pursue this, because you testified to us under oath,' and there is some question now as to how long [the steroid] had been in his system" at the time of the positive test.

"If there's anybody in the world I'd like to give a free pass to in this, it's Raffy," Davis said. "But I didn't give a free pass to [former president Bill] Clinton, and I can't here, either."

In a statement released by the team Wednesday, Palmeiro said: "I spoke with Congressman Davis yesterday and told him that I will fully cooperate with him and the Committee. I will provide them with any information they need and if he or any other Committee member has additional questions, I am ready and willing to answer each and every one of them."

Two New York newspapers reported Tuesday night that Palmeiro tested positive for stanozolol, a potent steroid, and a source with intimate knowledge of the matter confirmed it Wednesday morning.

"If it's true that he used that particular drug," said committee member Rep. Stephen F. Lynch (D-Mass.), "it's even more damning of Mr. Palmeiro's conduct in this case."

Palmeiro's agent, Arn Tellem, blamed Major League Baseball officials for Tuesday's leak of the name of the drug. "The confidentiality rules that the arbitrator set in this case have been broken by MLB," Tellem said in a statement. "Rafael has respected the rules by not discussing the specifics, but unfortunately MLB has not done the same. What MLB has done is outrageous and it undermines the integrity of their drug testing program. There is another side to this story, and Raffy will tell it soon. I hope that the public will wait to make a final judgment about Rafael until they hear his story in its entirety."

In reply, Rob Manfred, baseball's executive vice president of labor relations, said in a telephone interview, "Major League Baseball respected the confidentiality order that was imposed and the only one that has been talking about the facts of this case is Rafael Palmeiro."

Drug experts say it is difficult to imagine a scenario in which an athlete could inadvertently or unknowingly consume stanozolol, which is known as Winstrol or Winny. Stanozolol is the drug for which Canadian sprinter Ben Johnson tested positive at the 1988 Summer Olympics.

Stanozolol, which has a very distinctive structure, is not found in dietary supplements and has not been associated with supplement contamination, unlike steroids such as nandrolone.

Don Catlin, the director of the UCLA Olympic Analytical Laboratory in Los Angeles, said stanozolol showed up in 11.8 percent of positive drug tests recorded by the International Olympic Committee between 1988 and 2002. Only nandrolone and testosterone (as measured by a ratio test) showed up more often, Catlin said.

Oh, and for what it's worth, Winny is one of the weaker steroids available. It's usually used by bodybuilders as a stacker along with the heavier drugs, it helps keep you look lean/hard...also popular with female bodybuilders. I'd be kind of surprised if that's all he's been taking.
