I hope you're right, but I don't see an elected politician to campaign against a safety issue for 'the public good'. Anyhow, there is a reason it is part of the infrastructure bill, instead of being a stand alone law.
The infrastructure bill is spread over ten years. Plenty of time for future administrations to change and kill what they choose. I can't say they will kill this part, but I can hope.

So who's doing the monitoring? Police? CCTV cams? This is really invasive. Think of an icy, snowy, wet or gravelly road and the cars slipping and sliding all over it. Are they going to stop all of them because they might be impaired drivers?
The thing to do is buy a car older than 2022. Simple.
All good points. I think it's being presented as just your car exercising its own judgement. I've no doubt police and probably others will have the authority to shut everyone down.
