I sometimes read about an article or short story that was published many years ago. The item would surely be out of print now.
Is there a reference service of some type that would obtain a copy of the work for me for a fee?

Have you reached out to your local library - there are research services for magazines and similar things - usually these are more for educational purposes. But I would think a call to your local library would be able to let you know.
