What is the term that is used to describe a purported fact-finding trip that a government official takes that really is just a paid vacation for him?
Jaunt
Fact finding mission
Investigative recreation
It should be called pork.
The preferred term round these parts is 'jolly' ~ 'He's away on a jolly'
Note - must be said in a disdainful voice 
A stumble or misstep that may result in falling
