Does "the blue" refer to the police? What is Deblasio? Bill de Blasio, the mayor of New York City?

Probably.

Blue is often associated with the police because of the blue uniforms of patrol officers. One example of this is the phrase "blue lives matter" as a counter to the phrase "black lives matter".

Referring to the police as "the blue" isn't really proper English. But there are a number of slang terms for police officers and it sounds like this is one of them.

Another slang term for the police that you might run across occasionally: There used to be a police TV show called "Hawaii Five-O" (that's the letter O, not the number zero). Because of this you'll sometimes see police referred to as "Five Oh".

If I'm trying to listen for that specific phrase, right around 27-28 seconds into the video something like "I can't breathe" might be in the background noise of the restaurant. But it's hard to be sure.

If I was not deliberately listening for that phrase to see if I could hear it in the video, I'd have never have noticed it at all.

It seems to me that starting at 010 seconds to 019 seconds of the video, the chanting "I can't breathe" is rather clear. Does anyone else here hear it clearly?

No one is saying “I can’t breathe “

Why would they be chanting that and at the same time be cheering and supporting the police?

They are chanting “Back the blue” and it is very clear what they are saying.
