Who was the witness the article who saw this? It wouldn't be the classic liberal anonymous source, would it? An actual witness, John Bolton, has said that he was there when the decision was made and Trump didn't say anything of the kind. So who is the witness who says he did say it?

What name would satisfy your curiosity? If a particular name would do, then pick one, and then the game can commence to be played.

Because that's all you want, to play a a game of "Name the Source" who will be the fall guy. So take the chance you're right. Or not, if you're not so amendment you are correct.
