Does "commitment" here mean "promise"? If so, "produced a limited promise" seems to mean "was limitedly promising"? It sounds a bit odd to me.


Context:

Limited Mobilization

Just as the war in Korea produced only a limited American millitary commitment abroad, as it created only a limited economic mobilization at home.
Truman set up the Office of Defense Mobilization to fight inflation by holding down prices and discouraging high union wage demands.

In breaking up the writing you are losing it's meaning.

".... produced only a limited American military commitment.."

Is a statement held in an article which is not now surrounding it and it therefore loses context.

Essentially it means that the USA did not make a significant show of arms in Korea because it was not economically in it's own interest. Nothing to do with promises.
