That is my understanding. I have Amazon Prime and it include Amazon Prime Video. That being said there are some movies that are "included with Prime" meaning you do not pay anything to watch them; and others that are not. The others you pay a fee a rent or buy the video.
As far as I know you cannot just purchase Amazon Prime Video. And you cannot get a lower price for Amazon Prime if you do not want or do not use the Prime Video.
But you should be able to get all those answers on the amazon website - probably under frequently asked questions.
