It has been suggested by some that just as you don't drive a car(in UK) without a MOT, so couples shouldn't have children without going on a parenting course.

What do you think?

I'm guessing an MOT is the equivalent of a license?

To paraphrase from "Parenthood"

"You need a license to drive a car.
You need a license to shoot a gun.
You even need a license to catch a fish!
But they let any idiot be a father."
