"You figure a country that is so capricious about waging a war would
at least have the decency to adequately provide for the 300,000
troops that are doing the dirty work. You figure a military that
boasts about its expensive toys would make sure the little things
were covered. You figure a Pentagon that could spend $200,000 on a
fancy set on which to conduct its news briefings wouldn't put the
squeeze on the Charmin."

If you know a soldier in Middle East, you can send care packages
through them. The military won't allow general delevery packages
to "any soldier". Along with toilet paper and wet wipes you could
send any or all of the following, tooth paste and brushes, shaveing
cream and disposable razors, soap and shampoo.
Local charities and churches have also been involved in sending care
packages to our men and women in the gulf. you might want to check
with them.

Just a little update here.

From what I can tell, there are 'adopt a soldier' groups to get around the security restrictions that prevent care packages being delivered to 'any soldier'.

this article from AJC mentions the Red Cross and the USO:

http://www.accessatlanta.com/ajc/living/0303/19carepackage.html

Here's the USO's page on sending care packages:

"Because of heightened security, individuals can no longer send letters and packages to "Any Service Member." Operation USO Care Package is approved by the Department of Defense, and provides a safe, easy way for individuals and corporations to show their prayers and thoughts are with our service members. "

A package costs $25.

Then there's this group - I know nothing about their political position but they also get stuff to the troops, and as far as I can tell they will accept donations in any amount towards assembling and shipping care packages:

Operation Military Pride

sponsor a care package or adopt a deployed Military member ( ------>they warn this is NOT a dating service <-------- )

And a friend in the military recomends baked goods especially cookies as well as Tobasco and Mrs Dash seasoning.

Hey! A friend's brother is stationed in Kuwait. I have his address, I'll be sending him a package and I'll keep that list in mind! Thanks Buzzcook.
