What does ETC stand for?

Electrical Traffic Cad?

Context: Here is a toll station:

You'd be better off asking the sign makers what they thought it meant. Foreign countries often mangle up English, and I think that's what's happened here. All etc means to me is etcetera, but if I was going to hazard a guess I'd say entrance as the other two thoroughfares both have red xs. EnTranCe, it's just a guess.

I guess it might stand for Electrical Traffic Card as other news reports appear to confirm it: Some local banks now have a business called ETC card "for the convinence of your travel (with your own car)" - With this, you drive your car through the station without stopping because the electrical device there will automatically and quickly detect your car ID and toll you.

There are no donkey carts allowed on the freeway. Donkey drivers have to go to special lanes for electronic toll collection before being directed to the underpass to Exit The Carts.

News reports indicate that many Chinese truck drivers aren't that familiar with English acronyms and think it means speed up which had led to some rather unfortunate incidents.
