If the speaker knows that he is saying something untrue, that falls within the realm of deliberate deception.
If the speaker does not agree that the purported "full facts" are correct, there are at least two other possibilities:
a) The speaker has made an honest mistake.
b) The speaker is correct, and the purported "full facts" are erroneous.
