Prognosis for Bush's second term .

MONTREAL: In truth, George W. Bush is a profoundly radical president. Along with his Texas swagger and his relentless certainty, it's really this across-the-board radicalism that upsets many. Bush really does want to remake the Muslim world by encouraging democracy and free-market economics. At home, he really does want to revise Social Security, the vast government pension system, to give individuals control of their money and their futures. The good news, for those who favor none of this, or who see more problems than progress in his agenda, is that Bush is unlikely to accomplish many of his goals. People on his team will now start to wear out. Successors will jostle for the spotlight. The Republican-dominated Congress will set a high price for cooperation as Bush's power drains away. For better or worse, the Bush revolution is most likely to fizzle out.
