When you want to know the biblical meaning of a word you look up the first usage in the bible.

8 And the next day we that were of Paul's company departed, and came unto Caesarea: and we entered into the house of Philip the evangelist, which was one of the seven; and abode with him.

The biblical definition of an evangelist is Philip. There are two people named Philip. One of them is the brother of Herod, so I don't think we need to study him.

So Philip the apostle is the definition of an evengelist. In our modern world we have a flood of impressions, assumptions, distractions, and so on, but the bible is much simpler: an evangelist is simply someone who tells people what he has found. Not a preacher persuading sinners to repent, not a peddler trying to sell memberships in his denomination, not a tv magic act. Only a person who speaks of what he has found.
