The article, named To Bribe Or Not to Bribe, That is The Choice, has a unique form of expression to me.

I have three questions about the short passage:

(1) Does "an expat bar" refer to "a bar for foreigners"?
(2) Does "lurking on his expat whisky" mean "using the behavior of drinking his whisky (imported wine from foreign countries) as a cover"?
(2)Does "oeps, hips" mean "??? (implying sex bribe)"?

In a shady expat bar, lurking on his expat whisky, brawling on his business successes, he explains: Oh, yes, well you know, it is all about guanxi and knowing how to approach with a good stack of money, oeps, hips, excuse me, I mean relational gifts of course!” He stood op from his stole and staggered towards the loo and after a while we wondered what had happened to him…

Yeah, an expatriate is someone who leaves his native country to live in another.
