I read an explanation from Time that Person of the Year is not meant as an award or honor, more of a statement of fact. Whatever that means. In their defense, I think they named Hitler Man of the Year once.

But it does tend to be seen as an honor. Why didn't they name Osama in 2001?

They have a history of naming the newly elected president as MOTY. I did notice they left clinton's second term off the list... and I believe this is George's third time...
