Some HOLES in that new Intel Bill

Well, I suppose it is a good start, but there seems to be some areas that need immediate improvement or explanation.

1."Establishes mandatory penalties for possession or trafficking in missile systems designed to destroy aircraft."
How about DEATH. Think that might be a good deterrent?


2."Requires federal agencies to establish minimum standards for issuing driver's licenses and birth certificates, and requires DHS to establish standards for ID used to board airplanes. However, states will not be prevented from issuing driver's licenses to illegal immigrants"

This was a "BIG HANG UP", for obviously good reasons. I would expect that the minimum requirement would be for one to be here LEGALLY to obtain ANYTHING! Explain why States are prevented from doing anything other than ARRESTING ILLEGAL IMMIGRANTS?
