Which sentence is correct? (Comma or -- no comma after the word: think.)

1)And what many people think, is that everyone has a right to universal health care.

2) And what many people think is that everyone has a right to universal health care.

Bob that's really a good q, as I've noted repeatedly that where it doesn't contribute to meaning, the comma is on its way out. However this time I tend to disagree with High, that it somehow provides a certain emphasis

Now, I feel like a criminal. Maybe, I ask myself, it depends on context. For instance, if the previous text has spoken of what many were supposed to think, then the comma might provide emphasis

Then this has even more of that "emphasis", but it's still wrong.

I agree. That's why most of these tests are of questionable value. I could definitely imagine a paragraph with a particular writing style where commas are used this way but just sitting here by itself it seems unnecessary.
