The Bush administration asked Congress on Tuesday for permission to transfer nearly $3.5 billion from Iraqi water, sewer and electricity projects to pressing security, economic and electoral programs, acknowledging that increasing violence has forced a sharp shift in its rebuilding effort.
Including previous reallocations, the administration hopes to redirect more than 20 percent of $18.4 billion in reconstruction funds to cope with an escalating insurgency and the glacial pace of rebuilding. With two weeks left in the fiscal year, and 11 months after Congress approved the money, only $1.1 billion of it has been spent, because of attacks, contracting problems and other unforeseen issues, according to figures released by the State Department.

Without a doubt, Bush is the greatest President Iraq has ever seen.

It's surprising that they don't like him very much.

Don't mind me; I just got back from paddling the canoe around Lake Perfidy. It's so beautiful in the fall.

I am surprised it took the geniuses in the administration so long to understand that safety should be the first priority. Why rebuild if you can't protect it from being destroyed by the insurgents. You would think they learned something from the looting and destruction that went on when we first got to Baghdad and has continued to this day. Who said the Bush was dumb?

I have a good friend who is a "graduate" of the US army who was lucky enough to do her tour in Korea who refers to this situation as a "meat grinder."

She expresses great relief that her timing was good.

The worst she saw was a bit of exchange of gunfire in the Korean DMZ.

Bush isn't "dumb" if his purpose is to feed the grinder. Ten parts Iraqi - one part coalition.

No! As bad as Bush is I can not hang that on him. He IMO is a simpleton being lead around by the nose by the warmongers in his administration.
