Please tell me whether the following sentence is correct. Thank you.

This office have received deep concerns from the local residents about the unstable operation of the lighting system at the ABC footpath, which see frequent blackouts taking place at the footpath.

It's understandable.
It fails grammatically and in structure.

I denied copyright-release (One of my verses) Once - Why? I had 'centered' the verse - They 'left-margined' it.
There is a reason for 'centring'.
They 'centre' everything now.

Communicate simply or communicate not.
