						The group of people who settled in the land called Texas agreed to follow the rules set by the Mexican government, even though they were Mexican.

												I don't know that it is required, but certainly any native speaker witn a modicum of education would use one.  "Even though they were not Mexican" is a dependent clause, and cannot stand on its own as a sentence.
