Is a comma needed after "government"?

The group of people who settled in the land called Texas agreed to follow the rules set by the Mexican government, even though they were Mexican.

Should there be a comma after "government"? If it is needed, could you let me know why. Thanks.

Edit: The last part should be: even though they were not Mexican.

I don't know that it is required, but certainly any native speaker witn a modicum of education would use one. "Even though they were not Mexican" is a dependent clause, and cannot stand on its own as a sentence. The introductory clause can stand on its own.

For some reason, Tang, there's a trend away from the comma except where it it essential to meaning
