In some websites, when I click the hypertext point for Comment, I am told add my e-mail accounts to Outlook.com, Exchange, Google, Yahoo!, or View all in settings.

What is going on?

They probably want your email address to prove you are not a spammer. Could you give an example web site?

You click @email if you want to email a link to the story to someone. It is supposed to open whatever is your default email application or service for you to compose the email message you will send. It creates an email with "Your friend has shared a CBSNews link with you" as the subject and in the message body is a link to the story e.g.

The real story of the Easter Bunny

If your browser does not know what your default email service is, I guess it will ask you.
