According to the government official law of that time, there were three kinds of exile, the first one was the short-distance exile, the second one was the middle-distance exile and the third one was the long-distance exile. The exile to Sado Island corresponded to the long-distance exile that was the most severe punishment as an exile.
Should it be "for an exile" instead? Thanks.
Either 'as an exile' or 'for an exile' would work there, but there is a serious over-repetition of 'exile'. Too many words altogether.
The piece could be re-written thus:
According to the law of that time, there were three kinds of exile: short, middle and long-distance. Exile to Sado Island was long-distance and the most severe punishment.
