Please note the existence of a vibrant congregation for about 8 years before the Gospel of Matthew was written and about 10+ more years before any other writings were available. During that time
all the congregations had available were the Hebrew scriptures. And, the Christian writers quoted liberally from the Hebrew scrolls.
