Asking for someone to translate the entire book Yertle the Turtle into
Latin for you?

Yertle the Turtle was king of the pond.

A nice little pond. It was clean. It was neat.

The water was warm. There was plenty to eat.
Aqua erat calda. Copia ciborum erat.

The turtles had everything turtles might need.
Turtures omnia quae turtures indigerent habebant.

And they were all happy. Quite happy indeed.
Et omnes beati erant. Quidem beati certe.

They were... untill Yertle, the king of them all,
Erat . . . adusque Yertle omnium eorum rex,

Decided the kingdom he ruled was too small.
Regnum quod regnavit nimis parvum esse crevit.

I'd use the same form in both clauses, swapping the verbs as in the
original and the perfect tense in both.

I'd use the imperfect because the action is continuous
