Yes, that is really what this seems. I started a discussion some while ago on the ways in which the term 'sovereignty' is a clear falsehood in this instance.

(And he's also got something else up his sleeve).
A lot can (and will) happen between now and the election. If this hand-off really works (which I doubt), then Bush will look good for it. If not, it will have done little for his campaign...
