is it rape if my step-brother had sex with me continuously as a kid and I never fought back because of his threats that I believed, and I didn't want to partake in the events? yet since he was my only brother I tried to play with him--like with football or racing go carts because I wanted a big brother, and those situations is when he would make me do other things?

Yes. That is rape. Using threats to force someone to have sex is rape.

His degree of guilt may depend, in part, on his age. But the fact that he resorted to threats does not bode well for his future.

I don't know how old either of you now are; but you should consider the real possibility of his danger to others. Find someone you trust to confide in.

It' doesn't matter, Punkey - rape is rape, regardless if it's incest or not. He is her step brother, technically no incest, rape definitely!

Neither is being a minor (note the age of consent isn't always consistent with the age of majority, but very young kids, e. g. under the age of 14 or so, are pretty much 100% incapable, under the law, of giving informed consent).
