If you are talking about the Federal response to Hurricane Katrina, that is mostly attributed to the fact we had a republican as president at the time. Bush was less willing to help a democratic governor. Unlike Obama who helped Chris Christie so Christie could deprive the funds going to the worst hit democratic towns (without political favors.).
Although Kathleen Blanco admitted there were mistakes (which is a rare thing today among politicians) also made in her administration, like having most of her national guard off fighting in Iraq during the surge. She should have been more psychic! Her stance against abortion was abysmal.

So the administrative "theft" of Louisiana fiscal budget lay squarely at the feet of the tea party Jindal. Indiscriminately giving tax breaks to the wealthy is theft.
Bungling an act of God with an inept federal response plan versus stealing from the tax payers do not really compare.
