1) Does "which was bent upon curtailing its power" mean "the Nazi platform/policies was dedicated to limiting the Catholic Church's power"?
2) Does " furrowing Pope Pius XII's censorious brow" mean "troubling Pope Pius XII's heart"?
Context:
All of this, despite the fact that the Catholic Church was in very real
opposition to much of the Nazi platform, which was bent upon
curtailing its power. Goldhagen also reminds us that not a single
German Catholic was excommunicated before, during, or after the
war, "after committing crimes as great as any in human history."
This is really an extraordinary fact. Throughout this period, the
church continued to excommunicate theologians and scholars in
droves for holding unorthodox views and to proscribe books by the
hundreds, and yet not a single perpetrator of genocide!af whom
there were countless examples!asucceedd in furrowing Pope Pius
XII's censorious brow.

Not necessarily. When one "furrows" the brow after hearing something, it could be that they just don't believe the statement, may doubt it, could be in disbelief, or discouraged/distressed by the statement. It can also indicate surprise.

It means, "causing mental distress."
