The CIA's very existence depends of finding threats to the US and if there is none they make one up. Al qaeda Isis, terrorists are all products of their imagination, buzzwords to get the attention of the US media and Republican war mongers, to justify their existence.

And since CIA agents spend all of their time in hotels, not as on-the-spot observers, they have plenty of time to eat gourmet food, watch movies and sports on TV, and write fiction.
