Not to say that the candidates don't have a wide range of views on policy making. However, regardless of whether or not same sex couples are allowed marriage, or pregnant teenagers are allowed to abort, there will still be a massive national debt, a growing radical-islamic terrorist threat, and nuclear weapon wielding rogue states.
The president and his cabinet are shaped by the world around them, not the other way around. When I think about our current presidents policy-making and interests, they seem like a petty sideshow used to confuse voters. "How would candidate handle the war in Iraq?" should be, "How would the war in Iraq handle the candidate?".
Strong executive powers are useless without a candidate willing to use them. Our current system is of reaction, rather than of proactive [not pre-emptive] action. Though we can't predict what will happen, we can dictate what won't happen. I do believe the small things that affect the average american are important, however there 293 million of us, and one US.
Yes. I want a president that doesn't legislate religious beliefs.

Interesting twist of words there. How is pro-active different from pre-emptive? Both are simply acting before an anticipated event happens.
Of course our current system is reactive on some issues. When someone sticks a loaded gun in your face and threatens to pull the trigger at the count of 3 you'd best focus on getting that gun out of your face and dealing with that rather than trying to squeeze several years of psychiatric care into a few seconds.

This is a bit of wishful thinking. Our ability to dictate what will happen is just as limited as our ability to predict it. You can try to influence future events but dictating them isn't possible nor should it be.
Proactive action doesn't prevent something from happening; it prepares for the inevitablity of it happening.

What I don't understand is why candidates can spend hundreds of millions of dollars in their campaigns.

You use a very limited concept of "proactive". Most people would see it as meaning anything done in advance of when the action becomes necessary. The Random House Dictionary definihtion is
"Acting in advance to deal with an expected difficulty"
By my definition, replacing an aircraft engine before it fails and causes a crash is proactive. By your definition the proactive action could be to put parachutes on the plane and wait for the eventful day. While that is a proactive action it's not normally the best one.
If my meaning is understood, then my lack of eleqounce I hope can be overlooked.
