How to begin an ontology of a parliament?

I am tasked to create an ontology of the American congress/parliament. But I have no idea how to begin. I have only worked with simple things like pizza and music. Does anyone have any ideas?

I really hope you can help.

The American Congress, the legislative branch of the national government, is not a parliament. Ontology is a pretty silly term to apply to the examination of a government. If you are asking what the nature of the American Congress is, that's not at all a simple question, and any intelligent response would be very long and very complicated. Perhaps you could pose a series of question from which one might proceed.
