VP Richard 'Dick'Cheney's relationship with his former employer Halliburton Inc. is no secret. On the contrary.
His role as Vice President and awarding of several contracts, connected with Iraq to his former employer, has been under scrutiny and a growing thorn on Pres.Bush's side.
So much so, that when TIME magazine came out with this article that basically calls Cheney anything but a liar, its time to question VP Cheney's 'actual' role and whether he indeed lied about the particular email message.
Pl. read the story that I am posting asunder. Some contracts were awarded to Halliburton without so much as proper bidding and we are aware that on several occassions, Halliburton had overcharged the government and the Pentagon and on couple of occassions, refunded the difference to the related government organisations when questioned.
Is it time to start impeachment proceedings if, at all, its proven beyond any reasonable doubts, that VP Cheney indeed lie?
And that charge of lying can be laid against everyone from Bush down, including Rumsfeld, Rice, Powell, Rove etc. They all have lied, about some real serious matters that resulted in human loss of lives. This administration has lied its way out of serious problems created by them.

Did Cheney Okay a Deal?

Vice President Dick Cheney was a guest on NBC's Meet the Press last September when host Tim Russert brought up Halliburton. Citing the company's role in rebuilding Iraq as well as Cheney's prior service as Halliburton's CEO, Russert asked, "Were you involved in any way in the awarding of those contracts?" Cheney's reply: "Of course not, Tim ... And as Vice President, I have absolutely no influence of, involvement of, knowledge of in any way, shape or form of contracts led by the [Army] Corps of Engineers or anybody else in the Federal Government."

Cheney's relationship with Halliburton has been nothing but trouble since he left the company in 2000. Both he and the company say they have no ongoing connections. But TIME has obtained an internal Pentagon e-mail sent by an Army Corps of Engineers official—whose name was blacked out by the Pentagon—that raises questions about Cheney's arm's-length policy toward his old employer. Dated March 5, 2003, the e-mail says "action" on a multibillion-dollar Halliburton contract was "coordinated" with Cheney's office. The e-mail says Douglas Feith, a high-ranking Pentagon hawk, got the "authority to execute RIO," or Restore Iraqi Oil, from his boss, who is Deputy Defense Secretary Paul Wolfowitz. RIO is one of several large contracts the U.S. awarded to Halliburton last year.

The e-mail says Feith approved arrangements for the contract "contingent on informing WH [White House] tomorrow. We anticipate no issues since action has been coordinated w VP's [Vice President's] office." Three days later, the Army Corps of Engineers gave Halliburton the contract, without seeking other bids. TIME located the e-mail among documents provided by Judicial Watch, a conservative watchdog group.

Cheney spokesman Kevin Kellems says the Vice President "has played no role whatsoever in government-contract decisions involving Halliburton" since 2000. A Pentagon spokesman says the e-mail means merely that "in anticipation of controversy over the award of a sole-source contract to Halliburton, we wanted to give the Vice President's staff a heads-up."

Cheney is linked to his old firm in at least one other way. His recently filed 2003 financial-disclosure form reveals that Halliburton last year invoked an insurance policy to indemnify Cheney for what could be steep legal bills "arising from his service" at the company. Past and present Halliburton execs face an array of potentially costly litigation, including multibillion-dollar asbestos claims.

In my opinion there is nothing improper or unusual for VP Cheney to be indemnified for the time of his service to Halliburton. This is SOP for anyone serving on a corporate board and anybody who serves better have the insurance provided or they would be nuts for putting themselves at that kind of risk. I will not serve on a community agency or church board of directors without liability insurance covering the board members.

As far as the contracts awarded Halliburton in Iraq, these were because Halliburton brings skills, expertise, and manpower to accomplish tasks no other companies are equipped to do. If you will check, you will see that Halliburton was also awarded these kinds of contracts under the Clinton administration as well.

Yes but clinton wasn't formerly connected to halliburton. If nothing else, it looks fishy and it should have been avoided. Those emails are fishy as well and should be investigated. Halliburton did over charge and short shifted the millitary which is an outright disgrace.

Personally I am tired of Clinton being thrown into every single debate from the right. Unlike some on the right, I don't think Clinton is God on earth and just because he supports something does not automatically make it right. In fact, some of the people that he pardoned are qestionable. I didn't agree with his assessemnts on Iraq when he came on TV to talk about them. I didn't agree with his policies on same sex marriages. However he did do a good job overall as President economically and tried to do a good job around the world in promoting peace and human rights. (the last is in connection with kosovo)

Having said, I don't want to get into a debate about Clinton because he don't matter anymore, he is over and his policies are not the ones that effect us today in the here and now.

Once again ... Halliburton was awarded this services contract under the Clinton administration. In the 1990s the Army wanted to get outside help handling the logistics associated with actions overseas. That's when the Army came up with LOGCAP, the U.S. Army Logistics Civil Augmentation Program. Halliburton first won the competitive bid for LOGCAP in 1992. It lost the contract in 1997. Who was president in 1997? Someone named Bill Clinton. Halliburton was out, but Clinton needed help with his logistics efforts in Bosnia. Who did he turn to? Halliburton? He gave another contract to Halliburton with NO COMPETITIVE BIDDING. Halliburton then won the competitive bidding process again in 2001. So .. which party seems to favor Halliburton? In 1992 and in 2001, under Republican presidents, Halliburton wins competitive bids for LOGCAP. In 1997, under a Democratic president, Halliburton gets the contract without a bid.

That's such a load of BS! His policies DO matter still. Hell, Roosevelt's policies still matter! You can stick your head in the sand as much as you want, but it's not going to chnage many of the facts.

Keep in mind that had Clinton's policies not been so ineffective, we may not have been in Iraq today. Has Clinton's policies not been so ineefective, 9-11 may not have occured. Clinton DOES still matter.
