A. When it is used by the Administration at Quantanimo Bay and other secret prisons across the globe.
The Administration has just announced that torture in Iraq will cease from now on, but will continue in their (Nazi-style) prison camps, IN THEIR OPINION, not protected by the Geneva Convention.
The good news being that the President and cohorts should now be able to continue enjoying their favorite hobby well away from the prying eyes of the Red Cross and any uncorrupted media.
America's greatest heros must be throwing-up in their graves!
How are the prison camps "Nazi-style?"

Prison camps which operate behind sealed doors, and practice torture so horrific that they refuse access to legal protections and the media.
On further reflection, probably their second favorite hobby. Since land-grabbing and looting of foreign mineral assets may give them and their friends greater profit and pleasure.
Washington, Lincoln, Jefferson, Crockett, Wayne, Ladd, Flynn, to name but a few. All of whom would probably have found the conduct of our present Government sickening.
When is torture not torture? When it's carried out by the worldwide pillar of justice and freedom the great United States of America.
