cocking one's hat 是个什么动作?
It means to push the hat into a slanted position, rather than just placing it on top of the head.
The first gentleman has "cocked" his hat to one side. The second gentleman has pulled the hat down over one eye.
Also to cock ones hat can be a metaphor meaning to adopt a pose of defiant boastfulness.
Unless of course you're a gun obsessed nut and there's a few of them around here, well then it could mean something entirely different.
