In a 3 gang box is it illegal two have two separate circuits coming in? Example: two light switches on one circuit one light switch on another. The two circuits are separate from each other just sharing the box.

If you have to ask, you need a licensed electrician.
Insurance companies don't look kindly on DIY modification fires.

No. Voltage limitation between devices is covered by Article 404.8 (B) of the NEC. The limitation is 300V, so if you are in a typical dwelling your max volts would be 240V. If your 3-gang box is metal, some have provisions for barriers to provide separation but you should not need that in a dwelling unit.
