Buying a Cellphone vs. Cellular Service

I wish to get a cell phone & cell phone service. I would only make and receive calls rarely.

I understand that Consumer Cellular is an inexpensive provider of cell phone service. Does it or other carriers minimize dropped calls?

Where can I buy a cell phone with good sound quality?
