IDK about the 10 best, but my most useful:
Smart Taskbar - nice way to organize apps and access them without needing to go to the home screen
All in one Gestures - great for one handed operation of larger screen phones. Even better if your phone is rooted
Note Widget Free - for jotting quick notes right on your home screen
Nova Launcher - not sure how to explain this one, but it's nice

Other handy apps to have:
Volume Control - quicker access than digging through Settings
Flipboard - nice news app
A file manager - there are hundreds of them
A third party browser - likewise hundreds of them, I recommend Boat Browser if you're pre 4.3, otherwise, Dolphin Browser
A weather app - I've always used Weatherbug

Facebook, some game apps like i love pasta, and dragon heroes, then some gift giving, or apps that gives out freebies like exp game for those games. haha

I've found that the best app by far for my phone has been whatsapp.

Talk with and message to my son for hours on end for no charge at all. Hardly any delay on the line, and photos, videos and text messages usually take about five seconds from sending to being received.

Oh, I am in London and he is 10,000 or so miles away in boomerang country.

Bloody marvellous technology nowadays. When my two sisters emigrated out to boomerang land back in the 60's, we had to pre-book a call with the telephone operator, the sound delay was at least ten seconds and a two minute call cost a bloody fortune.

There is so much different software out there for Smart-phones and different ways of classifying these to say the 10 best well, one person can only answer that based on their personal preference

Like I said that is some of the most popular apps that have been for a while there is a lot more that are very popular. It's next to impossible to say which 10 are the best. I personally don't trust the framework of more than a few of these particular ones.
