Let's say you have a shelter that will hold only 30 people, but it will protect them from a chemical attack and one is about to happen.
Let’s say that outside your shelter there are three groups of families, one group of 29 is all Christians, one group of 29 is all Muslim, and one group of 29 are all Atheist.
Whomever remains outside the shelter will be definitely killed by the chemical attack.
As only you stand in the shelter, who will you invite in to take shelter and survive?

The religion would have nothing to do with it.
You don't say how large each family is, how many families in each group, do I know these people and what skills they have, how long we would have to remain in the shelter before coming out, how large an area is is chemical attack going to effect, how much time to decide.
