Can I use a Samsung S3 not unlocked in Europe?

I have a S3 ATT version not unlock, I want to send it to my cousin in Europe. Is the phone going to work with ATT signal over there? or I need and International version.

I would be surprised if AT&T had a signal in Europe. I'm pretty sure you need to get your phone unlocked before it can conect with your cousin's country's providers.
