Atrocious behavior? Yep. Check out what this country did the people of Bikini Atol here, and we still haven't paid the dept. I don't really see what that has to do with the President though. That's why the separations of power were set up that way by our founders.

However, in Bush's case, he usurped the US Constitution by diverting funds intended for Afghanistan for war with Iraq.
