Discussion at work about "and" and commas

Hi,
I was reviewing a drawing at work and I reacted to this sentence:
For bill of material, assembling and welding requirement, see drawing....
Since it should be read as assembling requirements and welding requirements, I argued that it should be like this instead:
For bill of material and assembling and welding requirement, see drawing....

What is right?

Also "bill of materials" is more common than "bill of material". Of course the abbreviation "BOM" can mean either.

3 For BOM, assembling, and welding requirement, see drawing...

Can anyone refer to some grammar rule?

Okay but I'd have said "assembly"

Nah, awkward, excessively wordy

This probably best tho still prefer "assembly". However, it implies only a single welding requirement
