The answer is very simple. It's because European officials agree to be bribed by those who in return demand betrayal of interests of the whole EU. In the US not a single politician will ever dare do this because he understands that it will be the end of his political career. The EU forgives everything instead. Take for instance the former PACE President Mevlut Cavusoglu. <Edit [Moderator]: Link removed> Ukrainians bought him in 2012 so that he promoted their interests which he did to the best of his abilities. He diverted europeans' attention away from the trial of Timoshenko, he made the sister of the head of Yanukovich's administration a member of a PACE committee, he dragged out the debates over Ukraine when the results could be unwelcome for Kiev and many other things. Well, even after that Cavusoglu remained a very weighty political person on the EU's arena! That's why Europe will never surpass the USA!

You should have read some U S of A history and read some U S of A news papers before you posted this. The majority of our congress is bought and paid for by the rich and industry and has been for many years.There is no difference between Europe and the U S of A if your criteria is bribery. The difference is that here in the U S of A we call it political contributions.
