Hi All:
Does "To be sure" mean the same thing as "indeed" or "undoubtedly". Here is an example of how I was intending on using the phrase:
Much of the research has focused on harsh sentences rather than the challenges prisoners experience after release. To be sure, very few studies have explored the prisoners' post-release experiences, and even fewer have.....

Yeah, more or less--you've used it acceptably in that sentence.

I'd say "to be sure" works better than "indeed" or "undoubtedly".
Another substitute might be "admittedly"

"Admittedly" is not a substitute for "indeed" or "undoubtedly". It is used when the speaker wishes to concede something e.g.: admittedly, the salary was not wonderful, but the duties were light.
