Fraternization in the Marine Corps

If a still active duty marine had a romantic fling with another active duty marine back in 2008 and one was a E8 and the other was a E6 at that time but carried on a friendship through those years up until now and now he is a E9 and she is a E7 and now they are supposed to be dating both have the same MOS. Is that still considered fraternization because he has at some point or another been her senior officer on Camp Lejeune and Okinawa which I think they arrange to be over there together at some point..Excuse the wordiness..

If he is not in her current chain of command I don't see an issue.
