Use of italics

Hello. I have read many sites about the use of italics but I still have a doubt. Suppose I write a text talking about a government program such as the "Healthy Food Financing Initiative," but suppose I am talking about a foreign country and the name of the program is in a foreign language. Should the name of the program be italicized, underlined, or quoted? For example:

In 2008, the federal government launched the Zdravé Potraviny Iniciatíva na Financovanie.

@Doubtful,
I'd go with the quotation marks.

Italics or quotes can be acceptable; so can leaving the text plain. It is a matter of style. If writing for a publication they will generally have a style guide that you can consult.
