It means that even with the cheap computers available, computers are still expensive. That is, a sizeable investment. The computers are expensive, but the software, including operating systems, doesn't have to be.

My own observation is that some business software can cost more than the computer, but that has nothing to do with your question.

It would be "economical", not "economic". Different meanings.
